Understanding Nitaqat Saudization
How Nitaqat Works
Nitaqat is Saudi Arabia's labor market nationalization program managed by the Ministry of Human Resources and Social Development (MHRSD). It classifies private sector companies into color-coded tiers (Platinum, Green, Yellow, Red) based on their Saudization rate relative to sector-specific benchmarks. Companies in higher tiers enjoy benefits like expedited visa processing, while those in lower tiers face restrictions including inability to obtain new work permits.
The SAR 4,000 Minimum Wage Threshold
Under the updated Nitaqat system, only Saudi employees earning a minimum of SAR 4,000 per month are counted toward the Saudization quota. This wage threshold was introduced to prevent "shadow Saudization" where companies hired Saudis at very low wages without providing meaningful employment. Part-time Saudi employees earning at least SAR 3,000 may count as half a Saudi employee toward the quota.
Sector-Specific Quotas
Nitaqat quotas are not uniform across all industries. Each sector has its own Saudization percentage requirements based on the availability of Saudi talent and the nature of work. For example, the banking and finance sector typically has higher Saudization requirements (60-70%) compared to construction (10-15%) or retail (varying by subsector). MHRSD periodically updates sector classifications and quota thresholds.
Mudad Verification
MHRSD uses the Mudad wage protection system to verify that Saudi employees counted toward the Nitaqat quota are genuinely employed and receiving their salaries. Quarterly Mudad verification cross-references GOSI registration data, WPS salary payment records, and MHRSD establishment records. Saudi employees who are not paid through Mudad or not registered with GOSI are excluded from the Saudization count.
