What is the Emiratisation Program?
Emiratisation is the UAE government's strategic initiative to increase the employment of UAE nationals (Emiratis) in the private sector. Under Ministerial Resolution No. 279 of 2022 and subsequent amendments, private sector companies with 50 or more employees must achieve a 2% annual increase in their Emirati skilled workforce, targeting a cumulative 10% Emiratisation rate. The program is monitored by MOHRE with semi-annual compliance checks in January and July.
Nafis Incentive Programs
Nafis is the federal program that supports Emiratisation through financial incentives for both employers and Emirati employees. Key programs include: Salary Support (up to AED 7,000/month for the first year, declining over subsequent years), Child Allowance (AED 800/month per child, up to 4 children), Unemployment Insurance, Pension Contribution for private sector Emiratis, and professional development training. Employers can claim these benefits to offset the cost of Emirati hires.
Who Counts Toward the Quota?
Not every Emirati hire counts toward the Emiratisation quota. To be counted, the employee must: be a UAE national, hold a skill level classification of 1 through 5 as registered with MOHRE (i.e., a skilled worker role, not unskilled labor), earn a minimum salary of AED 4,000 per month, and be actively employed and registered in the MOHRE system. Part-time Emirati employees may count proportionally.
Penalties for Non-Compliance
Companies that fail to meet the semi-annual Emiratisation target face monthly fines for each Emirati employee short of the quota. The fine started at AED 6,000/month per missing Emirati in 2023, increased to AED 7,000 in 2024, and AED 8,000 in 2025. These fines are cumulative and continue until the company meets its target. Additionally, non-compliant companies may face restrictions on new work permit issuance and MOHRE service access.
