Definition
Nitaqat (meaning "Zones" or "Ranges" in Arabic) is a program introduced by the Saudi Ministry of Human Resources and Social Development (MHRSD). It is designed to increase the employment of Saudi nationals in the private sector by classifying companies into color-coded zones based on their "Saudization" percentage.
The Color Zones
- Platinum / High Green
Excellent Saudization rate. Companies enjoy expedited visa processing and flexibility in transfers.
- Low Green
Compliant. Standard visa services available.
- Yellow
Below average. Cannot issue new visas; can only renew work permits for a limited time.
- Red
Non-compliant. Cannot issue visas, renew permits, or open new branches. Employees can transfer to Green companies without employer consent.
